QHSE Manager

Role Summary:

The Malta Quality, Health, Safety and Environment Manager (QHSE Manager) is responsible for ensuring Malta site compliance with required national and international regulations and company standards, in terms of Quality, Health, Safety and Environment. The QHSE Manager will work with the site management to define QHSE Management plan, including KPIs objectives, set relevant tracking and support the definition of necessary actions and process improvement plans to meet targets

Responsibilities:

  1. Management System & Audits
  • Lead implementation in Malta of and Integrated Management System, in alignment with Global guidelines and tools. Maintain associated procedures, documentation and records.
  • Plan and conduct internal audits, and coordinate with external certification bodies to ensure compliance with ISO 9001, ISO 14001, and ISO 45001 standards. Drive action plan associated with findings.
  • Ensure KPI consolidation and communication to the security-relevant organization.
  • Lead a team of quality specialists involved in day-to-day operations.
  • Prepare management reports and present QHSE performance, risks, and improvement plans.
  • Act as the main QHSE contact for regulators, certification bodies, and government clients.
  1. Operational Quality
  • Monitor quality KPIs and their analysis and support production team in continuous improvement actions.
  • Track and analyses customer complaints, drive root cause analysis and corrective/preventive actions implementation.
  • Support New Product Introduction by defining quality basics (DOE, FMEA, CTQ/CTP parameters…) and supervise quality controls, for incoming goods and during production. Formalize AQLs and manage defect catalogs.
  • Lead a team of quality specialists involved in day-to-day operation.
  1. Environment
  • Monitor environmental KPIs and impact, including waste, emissions and energy use. Report status to Corporate tools and systems.
  • Define with the site and management team, action to reduce impact
  • To submit reports to the authorities as required by authorities and legal permits
  • Ensuring legal compliance with all required permits as per local and EU regulations
  1. Operational Health & Safety
  • Liaise with operations (production, maintenance, engineering) and HR teams to promote safety culture, review and maintain safety procedures associated with the employee’s activity.
  • Report on KPIs, investigate incidents, accidents and drive preventive/protective actions.
  • Perform internal audit, risk assessment and hazard identification, make sure appropriate actions are engaged.
  • Ensure training is conducted by relevant internal or external parties. Liaise with facilities and other departments to ensure that H&S equipment, such as fire, emergency stop, etc…are operational, well-maintained and serviced as per legal requirements
  • Ensure emergency preparedness, fire safety, and business continuity plans are in place and tested.

Requirements:

  • Strong knowledge of Quality Management Systems with min 10 years of experience, including 5 years as quality manager in manufacturing industry, ideally in an international and multi-cultural context.
  • Ideally a trained lead auditor and/or experience in ISO certification
  • Exposure to the Environment and OH&S standards, at least as contributor, with strong willingness to learn. Registered competent person with OH&SA is a plus.
  • Experience in Lean Manufacturing deployment, (Visual Management, 5S, Kaizen, Kanban, VSM, Mizusumashi, …) and ideally familiar with SixSigma Green Belt level.
  • Knowledge in data and document management tools, (BI Tools, SharePoint, Excel…)
  • Excellent verbal and written communication skills.
  • Self-motivated, result and objective driven.
  • Fluent in English & Maltese languages. French and/or Spanish is a plus.
